Motivation and Context

Release the DevUI package with the streaming memory fix from #5221.

Description

• Bump agent-framework-devui version from 1.0.0b260409 to 1.0.0b260414
• Add changelog entry under a new [devui-1.0.0b260414] section
• Regenerate uv.lock
